Another Job for Joe (Sr.)- School Director

The evidence steadily grows showing that Joe Dixon (Sr.) was quietly, but persistently, involved in the civic affairs of Dixon Precinct and Edwards County. At the time, each of the schools in the county  had a set of Directors who set the budget for the school and chose the teacher. District number 3 in Dixon Precinct was the Dixon School. Joe (Sr.), not surprisingly, managed to lower the levy for the school that year. Further reading shows that there could be several reasons for this, other than normal Dixon thriftiness, such as the amount of rollover funds from the prior year or the prior year having a larger budget because of a large one-time expenditure. Like say, those new blackboards which resulted in much praise from the local superintendent of schools in an older issue of the paper. The superintendent had an overseer role and the county budget reports on his (usually) one visit to each school in the county each year. He also tested teacher candidates to see if they were qualified to teach and had a role in leading the regular teacher institutes where teachers gained further knowledge.
